lAND USE CHAPTER

PUBLIC POLICY

All Virginia jurisdictions must have and update a Comprehensive Plan for their communities.  The Prince William County Comprehensive Plan is a strategic document that guides land use in our community.  It can be a tool to encourage quality commercial and residential development, an efficient transportation network and a wise use of community resources.

For the last two years, the County has been working to update the Land Use Chapter of the Comprehensive Plan.  The Region's Chamber has been active to ensure that flexible direction -- not strict regulation -- was included in the Land Use Chapter to help attract and promote quality mixed use communities with a strong commercial component.

The Chamber's Position Statement describes the need for flexibility as did letters and testimony delivered throughout the Chapter revision process.  View a Chamber Letter to Planning Commission members and Testimony.

The Prince William Board of County Supervisors in February 2010 approved revisions to the Land Use Chapter.  With the Chamber's input, the need for flexibility was recognized with the approval of out-of-turn Comprehensive Plan amendments and some flexibility afforded the scheduling process, whereby various components of a mixed use project may proceed according to market conditions.  The Region's Chamber will continue to advocate for greater flexibility in the percentages allowed in the retail/residential/commercial mix to respond to market conditions and encourage the development of quality mixed use communities. 

The Region's Chamber will also be active in the update of the Environmental Chapter of the Prince William County Comprehensive Plan to ensure it does not block the development of quality mixed use communities.
