Proposed Refuse Chapter would have required all County Businesses to Complete and Keep on File an Annual Recycling Business Plan
In March 2007, the Prince William Board of County Supervisors rejected a proposed change to the Refuse Chapter Number 22 in the Prince William County Code. The proposed changed would have created a new paperwork requirement for all Prince William County businesses. They would have been required to complete and keep on file an annual recycling business plan. This is a Victory for Business.
The Region's Chamber spoke against the new requirement while at the same time expressing their support for recycling and praising the good work of the County's landfill. The Chamber objected to County businesses being burdened with a new paperwork requirement in the form of the annual recycling business plan.
Regional Chamber Chairman Rebecca Barnes and President Laurie Wieder wrote Supervisors in a letter, "We understand that the purpose for the proposed annual recycling business plan is to encourage recycling. Yet, we have heard from our members that the reason many cannot recycle is that they lease space in buildings that do not provide a recycling service."
"We furthermore hear that when building owners solicit bids for garbage pick-up, they often do not receive a recycling pick-up quote with the garbage pick-up quote, even though garbage haulers are required to provide both quotes if they are asked only for a garbage quote. Therefore, we suggest that garbage haulers and property-owners be made aware of the requirement of the law that garbage haulers providing a garbage pick-up quote also to provide a recycling pick-up with their proposal."
"In conclusion, we oppose creating a new requirement for business – requiring that they prepare an annual recycling business plan. Instead, we suggest that it would be more effective to make sure existing law is known and enforced to make recycling more accessible to businesses."
